How cost-effective has your training been?

Have you ever felt that after spending £10,000 for your training workshops, the sense of emptiness and not knowing if anyone is going to retain what they have learnt?  What do you think makes effective training?  What sort of questions should you be asking your training provider about their programme? How do you measure the success of the workshops and seminars?  Are there other ways of training which is cumulative, and those that empower individuals to make the change, rather than one that is passive and non-challenging?
